Abstract

"Passadas mais de duas décadas da inauguração de um regime democrático no Brasil, a questão hoje parece ser menos de temor de reveses autoritários de curto prazo e muito mais de preocupação sobre como a democracia representativa tem funcionado no Brasil e na América Latina. Possivelmente aliada a uma eventual frustração com o desempenho da democracia representativa, existem vozes cada vez mais audíveis, pleiteando ampliação dos espaços de participação popular nas decisões sobre políticas públicas, especialmente nos países andinos. Aparentemente, a democracia na América Latina depara-se com uma nova bifurcação em sua trajetória: manutenção de padrões tradicionais da democracia representativa ou ampliação de espaços participativos diretos."
