Abstract

"La planificación gubernamental experimentó un amplio despliegue en las tres décadas que siguieron a la II Guerra Mundial. Los países latinoamericanos generaron, en distintos momentos durante los años 1950 y 1960, instituciones especializadas al más alto nivel de los gobiernos destinadas fundamentalmente a diseñar y definir planes nacionales de desarrollo económico y social. Estas instituciones, junto a las agencias encargadas de implementar y monitorear la ejecución de dichos planes, alteraron la estructura de los sectores públicos. También incidieron en su modo de funcionamiento, pues estaban llamados a reorientar, en mayor o menor medida, el accionar de las distintas unidades administrativas de los gobiernos a nivel nacional, sectorial y regional."
