América Latina y el Caribe ante la Segunda Cumbre Mundial sobre Desarrollo Social: propuestas para un desarrollo social inclusivo

Abstract

La lucha contra la pobreza, el hambre y la desigualdad que orientan la Agenda 2030 para el Desarrollo Sostenible han sido temas prioritarios en América Latina y el Caribe. La labor de la Conferencia Regional sobre Desarrollo Social de América Latina y el Caribe, órgano subsidiario de la Comisión Económica para América Latina y el Caribe (CEPAL), es ejemplo de ello. Desde su creación en 2014, los países de la región se plantearon aunar esfuerzos para alcanzar estos objetivos y la Agenda Regional de Desarrollo Social Inclusivo, acordada en 2019 en la Tercera Reunión de la Conferencia Regional sobre Desarrollo Social de América Latina y el Caribe, representa de manera clara este compromiso. Con sus cuatro ejes de acción: i) sistemas de protección social universales e integrales, ii) políticas de inclusión social y laboral, iii) institucionalidad social fortalecida y iv) cooperación e integración regional, la Agenda Regional plantea caminos para articular políticas que logren su consecución, sin dejar a nadie atrás. La Segunda Cumbre Mundial sobre Desarrollo Social surge como una oportunidad única para reflexionar sobre estos ejes de política, dar más fuerza a su implementación y trabajar en el desarrollo de instrumentos complementarios para acometer los desafíos estructurales y emergentes que se presentan para las próximas décadas, en un contexto de profundas transformaciones. En este documento se presentan algunos elementos centrales de la historia del desarrollo social reciente, y los principales desafíos y propuestas concretas que los ministerios de desarrollo social y entidades equivalentes de la región, agrupados en la Conferencia Regional sobre Desarrollo Social de América Latina y el Caribe, plantean para su consideración en los trabajos y debates de la Segunda Cumbre Mundial sobre Desarrollo Social. Se espera que estos aportes contribuyan a avanzar hacia el desarrollo social inclusivo en el mundo, para transformar el modelo de desarrollo y lograr un futuro más productivo, inclusivo y sostenible.
