Abstract

La Ley Genérica sobre Estadísticas Oficiales para América Latina fue aprobada en la Décima Reunión de la Conferencia Estadística de las Américas de la Comisión Económica para América Latina y el Caribe. El propósito de la Ley genérica es proporcionar un modelo regional para los países de América Latina que estén interesados en elaborar o reformular la base jurídica para el funcionamiento de sus respectivos Sistemas Estadísticos Nacionales (SEN) y la producción de estadísticas oficiales. La Ley genérica define los derechos y obligaciones de los órganos que componen el Sistema Estadístico Nacional, así como los principios y procedimientos que deben aplicarse en la producción y difusión de las estadísticas oficiales. El modelo de organización propuesto por la Ley define a la Oficina Nacional de Estadística (ONE) como la autoridad principal del Sistema Estadístico Nacional y como un organismo profesionalmente independiente. La Ley también establece los derechos y obligaciones de los informantes y regula el acceso de los organismos productores de estadísticas oficiales a las diversas fuentes de datos. Este documento corresponde a la traducción al español y adaptación de la Ley genérica sobre estadísticas oficiales para Europa Oriental, el Cáucaso y Asia Central, publicado por la Comisión Económica para Europa (CEPE) en 2016.
