Hacia una agenda regional de desarrollo social inclusivo: Bases y propuesta inicial

Abstract

En este documento, preparado por la CEPAL como aporte para el debate en la Segunda Reunión de la Mesa Directiva de la Conferencia Regional sobre Desarrollo Social de América Latina y el Caribe (Panamá, 12 de septiembre de 2018) se proponen elementos e hitos a considerar en el proceso de elaboración de la agenda regional de desarrollo social inclusivo, sus objetivos y principios. En el primer capítulo se abordan las bases conceptuales y se propone una definición del desarrollo social inclusivo en el marco más amplio del desarrollo sostenible. En el segundo capítulo, se presentan los nudos críticos del desarrollo social inclusivo en la región que la agenda buscaría afrontar. En el tercer capítulo se analizan las indicaciones y orientaciones que brinda la normativa internacional sobre el desarrollo social para tener en cuenta a la hora de definir los lineamientos para la elaboración de la agenda y se ofrece una sistematización preliminar de los compromisos adoptados en foros intergubernamentales regionales y subregionales en torno a ejes transversales y dimensiones centrales del desarrollo social inclusivo, así como sobre sus medios de implementación. Finalmente, en el cuarto capítulo, se presenta una primera propuesta sobre la visión y los objetivos orientadores de la agenda y sus principios, identificándose además hitos claves en su proceso de formulación.
