Abstract

El 4 de marzo de 2018, América Latina y el Caribe hizo historia al adoptar, en Escazú (Costa Rica), el Acuerdo Regional sobre el Acceso a la Información, la Participación Pública y el Acceso a la Justicia en Asuntos Ambientales en América Latina y el Caribe. Este Acuerdo Regional es un instrumento jurídico pionero en materia de protección ambiental, pero también es un tratado de derechos humanos. Sus principales beneficiarios son la población de nuestra región, en particular los grupos y comunidades más vulnerables. Su objetivo es garantizar el derecho de todas las personas a tener acceso a la información de manera oportuna y adecuada, a participar de manera significativa en las decisiones que afectan sus vidas y su entorno y a acceder a la justicia cuando estos derechos hayan sido vulnerados. En el tratado se reconocen los derechos de todas las personas, se proporcionan medidas para facilitar su ejercicio y, lo que es más importante, se establecen mecanismos para llevarlos a efecto.
