Abstract

La Agenda digital para América Latina y el Caribe (eLAC2018), adoptada en 2015 en Ciudad de México, se constituyó en un compromiso político y una visión compartida de los países de la región sobre los desafíos y las oportunidades que las tecnologías digitales plantean en los aspectos sociales, económicos y medioambientales. Los compromisos adoptados en eLAC2018 buscaban consolidar un conjunto de acciones que debían enfocarse en los factores críticos que condicionan el despliegue de tecnologías digitales y su adopción, como el fortalecimiento de los marcos institucionales y normativos, el acceso a la banda ancha, el desarrollo de habilidades digitales y la producción de contenidos y aplicaciones. Bajo este esquema, la agenda planteó 23 objetivos hacia 2018, ordenados en cinco ejes: acceso e infraestructura, economía digital, innovación y competitividad, gobierno electrónico y ciudadanía, desarrollo sostenible e inclusión y gobernanza para la sociedad de la información. El presente reporte de monitoreo elaborado por la Comisión Económica para América Latina y el Caribe (CEPAL), en su rol de secretaría técnica de la Agenda digital eLAC2018, con la colaboración del Centro Regional de Estudios para el Desarrollo de la Sociedad de la Información (Cetic.br), tiene el objetivo de revisar los avances alcanzados en relación con los objetivos acordados en 2015, identificando a su vez los desafíos pendientes y los ámbitos que requieren mayores esfuerzos, con la finalidad de facilitar el diálogo político que tendrá lugar durante la Sexta Conferencia Ministerial sobre la Sociedad de la Información de América Latina y el Caribe.
