Recursos naturales en UNASUR: situación y tendencias para una agenda de desarrollo regional

Abstract

En esta publicación se precisan los diferentes instrumentos jurídicos y económicos de que disponen los Estados para apropiarse y distribuir las rentas derivadas de la explotación de los recursos naturales relacionados con la minería, los recursos hídricos y los hidrocarburos. Entre esos instrumentos se cuentan: legislación y regulación particular; planificación y formulación de políticas sectoriales y regímenes de participación público-privada en la inversión y el desarrollo; creación de institucionalidad específica a los objetivos regulatorios, de fiscalización y distribución de las rentas de recursos naturales entre niveles de gobierno; participación directa en el desarrollo de los recursos a través de empresas públicas; gestión pública y mecanismos de resolución de los conflictos socioambientales en sectores extractivos; creación de fondos públicos de ahorro e inversión de destino (dirigidos a inversión en educación, innovación y desarrollo, entre otros) y fondos de estabilización macrofiscal, así como apoyo al manejo macroeconómico anticíclico frente a los ciclos en el precio internacional de los recursos naturales exportados.
