Abstract

La CEPAL propone centrar los esfuerzos de cooperación regional en ocho áreas: cuatro de ellas en el ámbito intrarregional (fomento del comercio dentro de la región, inversión en infraestructura, cohesión social y reducción de las asimetrías), y otras cuatro en el área de la cooperación para enfrentar desafíos globales: innovación y competitividad, acercamiento conjunto a la región de Asia y el Pacífico, reforma del sistema financiero internacional y cambio climático. Respecto de cada una de ellas se presentan propuestas específicas de acción. Los avances en las áreas seleccionadas se verían favorecidos por una institucionalidad regional unificada y más eficaz. Esta institucionalidad, reconocida y representativa, podría colaborar en la mediación entre los eventuales intereses contrapuestos de los países, privilegiándose la atención de los intereses de los países más pequeños o de menor desarrollo relativo.
