Abstract

ResumenEste libro se centra en el desarrollo y los desafíos que enfrenta la política de competencia en los países de América Latina, en particular los de Centroamérica y México. La mitad de los países centroamericanos han promulgado sus leyes de competencia y han creado sus agencias de competencia muy recientemente, a la vez que todos ellos, además de México, afrontan dificultades para aplicar en forma efectiva su marco legal antimonopolio. De ahí que el propósito fundamental de estos trabajos sea analizar las distorsiones en los mercados de la región -en especial en los sectores de telecomunicaciones y de la banca-, así como los instrumentos legales e institucionales en los que se apoya la política de competencia y aquellos que podrían elaborarse para resolver tales desviaciones. La abogacía de la competencia y la cooperación regional para mejorar el funcionamiento de los mercados se perfilan como complementos esenciales en la concreción de esos objetivos.AbstractThis book focuses on the development and challenges that competition policy faces in Latin American countries, particularly in Central America and México. Half of the countries in Central America have only very recently enacted their competition laws and created their competition agencies, while they all face, together with Mexico, considerable difficulties in effectively enforcing their anti-trust legal framework. Thus, the principle aim of this book is to analyze the market distortions in that region -specially in the telecommunications and banking sectors- as well as the legal and institutional competition instruments governments rely on and those that could be developed to confront such distortions. Competition advocacy and regional cooperation efforts seem an essential complement to the successful endeavour of competition policy.
