Abstract

Retomando compromisos internacionales y regionales previos, en enero de 2024 se aprobó la Declaración de Santiago en la Reunión Extraordinaria de Ministras y Ministros de Educación de América Latina y el Caribe (UNESCO Santiago, 2024). En esta, se encargó al Comité Directivo Regional del ODS4 el establecimiento de un Grupo de Trabajo ad-hoc para que elaborara una propuesta preliminar sobre financiamiento inclusivo y eficaz con el fin de complementar el Marco de Referencia Regional sobre políticas públicas de reactivación, recuperación y transformación educativa. Este Grupo de Trabajo está formado por la CEPAL, UNESCO, UNICEF, Banco Mundial, BID, CAF, CLADE y el IIPE UNESCO. El presente documento forma parte del trabajo realizado por este grupo y tiene un doble objetivo: servir como insumo para construir un puente de diálogo entre los ministerios de educación y los ministerios de finanzas de los distintos países de la región; y promover que el financiamiento educativo no retroceda, proponiendo caminos para avanzar hacia la sostenibilidad financiera equitativa y eficiente, en línea con lo indicado en el cuarto eje del Marco para la Transformación Educativa en América Latina y el Caribe.
