Protección social de la niñez en el Ecuador

Abstract

Este documento discute la protección social de la niñez en el Ecuador mediante la respuesta a las siguientes preguntas: ¿a quién, qué y cómo proteger? Responder a la primera pregunta implicó definir operacionalmente la infancia y dividirla en subtramos de edad con el fin de identificar mejor las problemáticas específicas que sufre. Para responder a la segunda pregunta se definió lo que se entiende por protección social de la niñez y se identificaron los principales desafíos sociales de la infancia. Actualmente, en el Ecuador no existe una definición compartida de protección social, por lo que se requiere una mayor discusión conceptual, más aún en un contexto de recesión económica y de la emergencia causada por el terremoto del 16 de abril de 2016.
