Abstract

En primer lugar, en este estudio se revisan los fundamentos teóricos del proceso de evaluación y sus principales ramas de desarrollo, así como los métodos, usos y la valoración que el evaluador y los interesados hacen del proceso.En el caso de los métodos, se comenta sobre la estimación orientada por objetivos, la dirigida por teoría y las diseñadas para cada programa, el diseño experimental y cuasi experimental, la investigación evaluativa, la consideración especial por el contexto y los stakeholders.Con respecto a la valoración, se examina la capacidad del evaluador para juzgar el programa, política o proyecto en su calidad de experto. También se estudia la evaluación por adversarios que complementen adecuadamente el juicio, así como la consideración de múltiples contextos y perspectivas de los interesados en ésta. Asimismo, se analiza el hecho de que la evaluación no es neutral y tiene que atender las necesidades y los intereses de los menos favorecidos. Mexico: Evaluation of rural politics. Tendencies, theories and lessons of experience Abstract: This document reviews the fundamental theories of the process of evaluation and their main branches for development, as well as the methods, uses, and the assessment of the process by the evaluator and the interested parties.In terms of methods used in the evaluation, the report discusses target-oriented evaluation, the theory-led and the evaluation made for each program, experimental and quasi-experimental design evaluation, evaluation research, special consideration evaluation by the context and stakeholders. In terms of valuation, the report examines the ability of the evaluator to judge the program, the policy or project. Also the document studies the evaluation by opponents who adequately complement the trial, as well as consideration of multiple contexts and perspectives of stakeholders. Thereby, the report demonstrates how the evaluation isn't neutral and that it must improve on its motive by attending to the needs and interests of the less fortunate.
