Abstract

Resulta necesario fortalecer y hacer más transparente a todo nivel de gobierno la conexión entre las decisiones referidas a los impuestos y a los gastos. Existen distintos aspectos (estructuras de impuestos poco balanceadas, existencia de ingresos no tributarios, altos niveles de evasión, poca eficiencia y capacidad de redistribución de los programas de gastos sociales) del funcionamiento del sistema fiscal que podrían entorpecer esta conexión.
