Abstract

Dieser Band enthält die Beiträge, die auf der Tagung des Finanzwissenschaftlichen Ausschusses des Vereins für Socialpolitik im Jahre 2000 in Konstanz zum Thema Probleme der kommunalen Finanzen" vorgelegt worden sind. Im Zentrum der Arbeit von Wolfgang Scherf "Perspektiven der kommunalen Besteuerung" steht der Vorschlag, die Gewerbesteuer zugunsten einer Wertschöpfungsteuer, die auf die Umsatzsteuer - alternativ auf die Einkommensteuer - anrechenbar ist, abzulösen. Gisela Färber befaßt sich mit "Theorie und Praxis kommunaler Gebührenkalkulation". Im praxisbezogenen Schwerpunkt wird zunächst der bundesdeutsche rechtliche Rahmen dargelegt, sodann die Gebührenpolitik ganz überwiegend am Beispiel der Gemeinde Speyer aufgezeigt. Hans Georg Schmitz untersucht das traditionelle gemeindliche Rechnungswesen und diskutiert im Anschluß daran Reformvorschläge. Karl-Dieter Grüske und Michael Maier befassen sich mit dem "Neuen Steuerungsmodell (NSM)". Nach einer Mängelanalyse der traditionellen Kommmunalverwaltung und nach einer Analyse von Ansätzen für eine theoretische Fundierung einer Verwaltungsreform werden Grundidee, Hauptelemente und Effizienzpotentiale des NSM auf der kommunalen Ebene dargestellt und gewürdigt."
