Entwicklung und Lage der Kommunalfinanzen im Freistaat Sachsen

Abstract

Ziel der für diese Studie durchgeführten Untersuchung ist es, die Entwicklung und Lage der Kommunalfinanzen im Freistaat Sachsen zu dokumentieren und zu analysieren. Im Vergleich mit ost- und westdeutschen Kommunen wurde geprüft, wieweit der fiskalische Konvergenzprozeß auf kommunaler Ebene gediehen ist. Die Basis dafür bildeten die Daten der kommunalen Kassenstatistik. Die Arbeit gibt zunächst einen ersten Überblick über die Entwicklung und die Lage der Kommunalfinanzen im Feistaat Sachsen. Dann folgt die Detailanalyse der kommunalen Einnahmen, der kommunalen Ausgaben und der kommunalen Schulden. Die Bestimmungsgründe für die auch 1994 noch bestehenden deutlichen Unterschiede in Niveau und Struktur der Kommunalfinanzen zwischen Ost und West werden herausgearbeitet. Da der kommunale Finanzausgleich ständig auf Reformkurs bleiben muß, werden Vorschläge für " innere" Strukturreformen im kommunalen Finanzausgleich des Freistaates Sachsen diskutiert.
