Abstract

El argumento central del libro Luchas políticas en el diseño de organismos autónomos es que el grado de independencia de las agencias autónomas es en realidad el resultado de luchas políticas entre diversos grupos políticos. Cristopher Ballinas Valdés muestra, a través de una innovadora metodología que conjunta el análisis de economía institucional con el de redes burocráticas, que las luchas entre políticos y burócratas genera un caótico entramado de agencias gubernamentales sujetas a niveles conflictivos de control político. La evidencia de este estudio muestra que los procesos políticos y el de creación y reforma de las agencias autónomas son inseparables, y que el no entender uno pone en riesgo el entendimiento del otro.
