Zur Optimalität eines antizyklischen Arbeitslosenversicherungssystems

Abstract

Die Arbeitslosenversicherung ist ein zentrales Instrument der sozialen Versicherungssysteme und der Wirtschaftspolitik. Im Zuge der Finanzmarkt- und der daraus resultierenden Wirtschaftskrise geriet neben der Diskussion über die Höhe und Dauer des Arbeitslosengeldes die Frage nach einer konjunkturabhängigen Arbeitslosenversicherung in den Fokus der öffentlichen Debatte. In diesem Artikel werden neueste Forschungsergebnisse zur konjunkturabhängigen Arbeitslosenversicherung dargelegt und Bedingungen für eine optimale Implementierung des Systems diskutiert.
