Reformpolitik und die Entwicklung der öffentlichen Haushalte

Abstract

Europäische Staaten wie Deutschland, Frankreich oder Italien stehen vor einerdoppelten Herausforderung. Einerseits müssen übermäßige öffentliche Defizite reduziert werden, andererseits sind Reformen der Arbeitsmärkte, Steuer- und Sozialversicherungssysteme unabdingbar für eine Steigerung des Potenzialwachstums. Angesichts dieser doppelten Aufgabenstellung ist ein Grundverständnis für mögliche Wechselbeziehungen zwischen solchen Reformen und der Entwicklung des öffentlichen Budgetdefizits unverzichtbar. Im neu reformierten Stabilitäts- und Wachstumspakt gehören Strukturreformen zu den Tatbeständen, die eine temporäre Abweichung des Defizits von der mittelfristigen Zielmarke rechtfertigen können. Die sinnvolle Anwendung des reformierten Stabilitätspakts setzt somit voraus, dass bekannt ist, bei welcher Art von Reformen es typischerweise überhaupt zu Konflikten mit dem Konsolidierungsziel kommen kann.
