Sozialräumliche Ungleichheit der Hitzebelastung in Tübingen – Risikokartierung als Grundlage kommunaler Anpassungsstrategien

Abstract

Hitzebedingte Belastungen in Städten werden die Stadtplanung aufgrund der zu erwartenden Erwärmung im Zuge des Klimawandels sowie der demografischen Entwicklung der kommenden Jahrzehnte vor große Herausforderungen stellen. Zahlreiche Untersuchungen beschränken sich auf die Gefährdung durch urbane Hitzeinseln und lassen gesellschaftliche Komponenten unberücksichtigt. Im Gegensatz dazu eröffnet deren Einordnung als Risiko, welches als Zusammenspiel von Gefahr (Hitze), Exposition (Bevölkerungsdichte) und Vulnerabilität (vulnerable Gruppen) definiert wird, einen integrativen Bewertungsrahmen mit Mehrwert für die Stadtplanung. Hierbei fungiert der Heat-related Elderly Risk Index als mehrdimensionales Maß, das methodische Transparenz und Übertragbarkeit auf andere Städte gewährleistet.
