Implementierung der Cell-Key-Methode zur Geheimhaltung von stetigen Merkmalen in der Personalstatistik über Forschung und Entwicklung

Abstract

Einzelangaben über persönliche und sachliche Verhältnisse, die für eine Bundesstatistik gemacht werden, sind geheim zu halten, soweit gesetzlich nichts anderes bestimmt ist. Dies gilt auch für die Personalstatistik der außeruniversitären, öffentlichen und öffentlich geförderten Einrichtungen für Forschung und Entwicklung (FuE). Der Artikel beschreibt die Ablösung der manuellen Zellsperrung durch die Einführung der Cell-Key-Methode (CKM) als neues Verfahren zur Geheimhaltung in der FuE-Personalstatistik sowie den Umgang mit spezifischen Herausforderungen bei der Umstellung.
