Informationelle Infrastruktur in der amtlichen Statistik – der Zugang kommunaler Statistikstellen zu bundesstatistischen Einzelangaben

Abstract

Statistische Informationen sind Grundlagen staatlichen Handelns auf allen Verwaltungsebenen. Die amtliche Statistik stellt diese Informationen auf vielfältige Art und verschiedenen Wegen qualitativ hochwertig und nutzergerecht bereit. Kommunen benötigen zur Steuerung ihrer gemeindlichen Aufgaben dabei häufig kleinräumige Daten, um auf unterschiedliche regionale Entwicklungen reagieren zu können. Der Aufsatz untersucht die rechtlichen Möglichkeiten, aber auch die Grenzen des Zugangs kommunaler Statistikstellen insbesondere zu bundesstatistischen Einzelangaben und erörtert Lösungsmöglichkeiten, den Zugang zu optimieren.
