Pilotierung einer bundeseinheitlichen elektronischen Todesbescheinigung

Abstract

Die deutsche Ärzteschaft stellt jährlich mehr als eine Million Todesbescheinigungen aus. Die handschriftlichen Dokumente sind die Grundlage der Todesursachenstatistik. 16 verschiedene Formularsätze der Länder schränken die Vergleichbarkeit der Statistik ein. Der Aufsatz berichtet über ein Projekt, bei dem Ärztinnen und Ärzte, Gesundheitsämter und Standesämter eine elektronische Todesbescheinigung (eTB) in zwei Ländern getestet haben. Die Datenerfassung erfolgte nach einem länderübergreifend einheitlichen Kerndatensatz. Welche Vorbereitungen waren erforderlich? Wie hat sich die IT-Infrastruktur im Testbetrieb bewährt? Wie nutzten Leichenschauer die Datenfelder? Welche Erfahrungen machten die beteiligten Behörden? Welche Empfehlungen für die Einführung einer eTB in Deutschland ergeben sich aus dem Projekt?
