Digitalisierungspotenzial in der Bautätigkeitsstatistik

Abstract

Die größtenteils noch papierbasierten Erhebungen der Bautätigkeitsstatistik ohne ausreichende Verzahnung mit digitalen Verwaltungsdaten verursachen einen stetigen Nachlauf an verspäteten Meldungen, was die Abbildung des Baugeschehens verzerren kann. Um die Qualität zu verbessern und Bürokratie abzubauen, muss die Datengewinnung nach dem Once-Only-Prinzip stärker auf Verwaltungsdaten ausgerichtet werden. Die Realisierung des geplanten Ausbaus der digitalen Bauantragsformulare zu einem One-Stop-Shop (einschließlich Statistikmerkmalen) soll die Belastung weiter reduzieren. Moderne Datenflüsse können die geforderten Konjunkturstatistiken zu Baubeginnen und Baufertigstellungen ermöglichen. In der Zwischenzeit muss das Veröffentlichungskonzept überarbeitet werden, um die Nachmeldungen den korrekten Ereigniszeiträumen zuzuordnen.
