Der Data Governance Act. Auswirkungen auf die vertrauenswürdige Nutzung von Daten öffentlicher Einrichtungen: Rolle eines Datentreuhänders

Abstract

Der Data Governance Act umfasst unter anderem Anfragen mit Interesse an geschützten Daten in öffentlichen Einrichtungen, die Beratung und IT-Serviceangebote für öffentliche Einrichtungen sowie die Pflege einer Metadatenbank. Im Kabinettsbeschluss des nationalen Durchführungsgesetzes ist das Statistische Bundesamt als zuständige Stelle und zentrale Informationsstelle für die Vermittlung von Daten in öffentlicher Hand benannt. Mit einer entsprechenden Aufgabenübertragung würde das Statistische Bundesamt verstärkt neue Zielgruppen wie Wirtschaftsunternehmen, die Verwaltungsdaten für neue Geschäftsmodelle entwickeln wollen, bedienen und sich in beratender und dienstleistender Funktion als erste Anlaufstelle für andere datenhaltende öffentliche Einrichtungen positionieren.
