Haushaltsabgabe statt Gerätegebühr: Eine Zukunft ohne GEZ?

Abstract

Derzeit erfolgt die Finanzierung des öffentlich-rechtlichen Rundfunks in Deutschland über von der Gebühreneinzugszentrale (GEZ) eingezogene Zwangsbeiträge, die sich am Besitz eines Empfangsgerätes orientieren. Am 19. Oktober 2006 wurde von den Ministerpräsidenten der Bundesländer die Ausweitung der GEZ-Gebühr auf internetfähige Computer beschlossen. Wie sollte eine optimale Bereitstellung und Finanzierung des öffentlich-rechtlichen Rundfunks aus finanzwissenschaftlicher Perspektive erfolgen?
