Netzregulierung in der Elektrizitätswirtschaft: Was bringt das neue Gesetz?

Abstract

Ende Juli dieses Jahres wurde das neue Energiewirtschaftsgesetz beschlossen. Der Markt für elektrische Energie ist zwar schon seit 1999 geöffnet. Das Gesetz wurde jedoch notwendig, weil natürliche Monopole vorliegen, die zusätzlich eine Markt öffnende Regulierung erfordern. Wo steht die Diskussion der Regulierung der Stromnetze heute? Welches Regulierungsverfahren kommt dabei zu den besten Ergebnissen? Welchen Nutzen haben die einzelnen Interessengruppen?
