Abstract

Die Diskussion der internationalen Wirtschaftsbeziehungen hat sich in den letzten zwei Jahrzehnten verstärkt den Krisen der Finanzmärkte zugewandt, die in meist einschneidender Weise Wachstum und Wohlstand einzelner Länder bzw. Gruppen von Ländern negativ beeinflusst haben. Deshalb wird vielfach die Forderung erhoben, auf eine intensivere Kontrolle und Steuerung der Finanzströme im Sinne von „Leitplanken“ zur Prävention oder zumindest Eindämmung von Krisen zu setzen1. Kann die Strategie der verstärkten Regulierung tatsächlich ein Erfolgsrezept sein?
