Abstract

Probleme des Länderfinanzausgleichs finden im normalen politischen Ablauf selten den Weg auf die Tagesordnung der Politik, da das Interesse der Öffentlichkeit und demzufolge das der Medien an dieser spröden Materie nicht sonderlich ausgeprägt ist. Wie kann eine aus Sicht der Geberländer notwendige Novellierung denn überhaupt angestoßen werden? Professor Siegfried F. Franke gibt eine denkbare Antwort aus politikwissenschaftlicher Sicht
