Ausbildungs-Realsplitting - ein integrierter Ansatz zur Ausbildungsförderung

Abstract

Die neue Bundesregierung hat zum 1. Januar das Kindergeld für die ersten beiden Kinder auf 250 DM erhöht und für das Jahresende eine umfassende Reform der Ausbildungsförderung für Studierende angekündigt. Mitte Januar erklärte das Bundesverfassungsgericht die Steuerminderungen für Familien mit Kindern für verfassungsrechtlich unzureichend. Welche Anforderungen ergeben sich hieraus für die Ausbildungsfinanzierung und wird die Bafög-Reform ihre Ziele erreichen? Wie sieht ein integrierter Ansatz aus, der Effizienz und Chancengerechtigkeit verbessert und die volkswirtschaftlichen Kosten senkt?
