Abstract

Der Stabilitäts- und Wachstumspakt sieht strenge Kriterien für die Haushaltspolitik der einzelnen Mitgliedsländer vor und soll die Stabilität der EWWU sichern. Was ist dieser Pakt jedoch wert, wenn bereits fünf Monate nach seinem Inkrafttreten die Haushaltsdisziplin für ein einzelnes Land gelockert wird? Ist die strenge Sanktionsmechanik des Paktes überhaupt sinnvoll? Wie ist demgegenüber eine alternative Strategie in Form von Verschuldungslizenzen zu beurteilen?
