Zur Reform des IAS 17: Ist der Right-of-Use-Approach dem Risk-Reward-Approach überlegen?

Abstract

IASB und FASB haben im März 2009 das Diskussionspapier Leases-Preliminary Views vorgelegt. Nach den Vorstellungen der Boards wird eine völlige Neukonzeption der Leasingbilanzierung angestrebt. Das Diskussionspapier beschäftigt sich ausschließlich mit der Leasingnehmer-Bilanzierung, Probleme der Leasinggeber-Bilanzierung bleiben bis auf wenige grundsätzliche Anmerkungen unberücksichtigt. Ziel der neuen Bilanzierungsvorschriften ist es, einen Standard zu schaffen, der eine einheitliche Bilanzierung für alle Leasingverhältnisse vorsieht, die mit den anderen Standards kompatibel ist und den Informationsnutzen des Jahresabschlusses erhöht. Darüber hinaus sollen die zurzeit noch divergierenden Vorschriften von IFRS und US-GAAP zusammengeführt werden. Bei genauer Betrachtung zeigt sich, dass die hoch gesteckten Ziele nicht erreicht werden. Der im Diskussionspapier konzipierte neue Bilanzierungsstandard ist weder mit den Grund­prinzipien der Bilanzierung, wie sie im Framework definiert sind, vereinbar, noch verbessert sich die Aussagekraft des Jahresabschlusses. Durch den einheitlichen Bilanzausweis aller Leasingverhältnisse erübrigt sich zwar die bisweilen problematische Abgrenzung zwischen Operate und Finance Lease, dafür entstehen aber neue Abgrenzungs­pro­bleme, über die das Diskussionspapier hinweggeht, wie der Beitrag zeigt.
