Abstract
Der Kapitalstock in Deutschland wächst immer langsamer, weil die laufenden Investitionen die durchgehend ansteigenden Abgänge immer weniger übertreffen. Vor allem die private Investitionstätigkeit, auf die weit mehr als vier Fünftel der gesamten Bruttoanlageinvestitionen entfallen, ist in den letzten Jahren schlecht. Auf Basis der Konjunkturumfrage des Instituts der deutschen Wirtschaft (IW) wird untersucht, was einerseits die private Investitionsneigung derzeit blockiert. Andererseits wird gefragt, warum Unternehmen in Deutschland nach wie vor investieren. Zwei Drittel der befragten Unternehmen gaben an, ausschließlich in Deutschland zu investieren und weitere 13 Prozent investieren vornehmlich in Deutschland. Lediglich 2 Prozent engagieren sich ausschließlich oder hauptsächlich im Ausland. Für 27 Prozent der Unternehmen haben die bereits getätigten Investitionen und der bestehende Kapitalstock einen positiven Einfluss auf die aktuelle Investitionstätigkeit im Inland. Auch der große Absatzmarkt sowie die Rechtssicherheit sprechen für hiesige Investitionen. Dagegen sind die Arbeitskosten (einschließlich staatlich bedingter Lohnnebenkosten) für 77 Prozent der Unternehmen ein Hindernis für Investitionen in Deutschland. Regulierungen, hohe Unternehmenssteuern und Energiekosten beeinträchtigen rund zwei Drittel in ihren Investitionsentscheidungen. Die Notwendigkeit verbesserter Rahmenbedingungen für Investitionen wird verschärft, wenn sich die Investitionsstruktur verschiebt. Ein hohes Modernisierungstempo - vor allem bei immateriellen Anlagegütern (etwa Forschung und Entwicklung oder Daten) sowie bei modernen Ausrüstungsgütern (etwa Informations- und Kommunikationstechnologien) - wirkt über permanent hohe Abgänge der Kapitalstockbildung stark entgegen.
