Regionalpolitische Aspekte der Flughafeninfrastruktur

Abstract

Deutschland verfügt neben den stark ausgelasteten internationalen Großflughäfen über ein relativ dichtes Netz kleinerer Flughäfen von regionaler Bedeutung. Ihr Ausbau wurde in den letzten Jahren vor allem von den Landesregierungen der Standortländer betrieben. Dagegen monieren die Befürworter eines nationalen Flughafenplans die Verschwendung von Ressourcen und subventionierte Konkurrenz für die Großflughäfen. Regionalflughäfen können als Element der Regionalpolitik aufgefasst werden. Sie verbessern die räumliche Anbindung und schaffen direkt und indirekt Arbeitsplätze. Außerdem wirken interregionale Spillover meist positiv, da auch in Nachbarregionen die Erreichbarkeit steigt. Das zusätzliche Angebot durch regionale Flughäfen schränkt des Weiteren die Monopolmacht bestehender Standorte ein.
