Personalzusatzkosten in der deutschen Wirtschaft

Abstract

Die Personalzusatzkosten im deutschen Produzierenden Gewerbe stiegen im Jahr 2003 je Arbeitnehmer und Jahr auf 21.270 Euro und erreichten damit 77,1 Prozent des Direktentgelts. In Ostdeutschland lagen sie mit 13.480 Euro um 40 Prozent unter dem westdeutschen Niveau von 22.350 Euro. Mit nunmehr 66,9 Prozent liegt die ostdeutsche Personalzusatzkostenquote wegen der dort geringeren Aufwendungen für die betriebliche Altersversorgung und deutlich niedrigerer Sonderzahlungen nach wie vor deutlich unter der westdeutschen Quote von 78,2 Prozent. Im deutschen Dienstleistungsgewerbe weisen die Zusatzkosten enorme Unterschiede auf: von 13.710 Euro im Einzelhandel bis zu 33.930 Euro im Versicherungsgewerbe. Im Jahr 2003 wirkten vor allem die gestiegenen Beiträge zur Sozialversicherung und die drastisch erhöhten Beitragsbemessungsgrenzen in der Renten- und Arbeitslosenversicherung kostentreibend.
