Produktivitätstrends der 90er Jahre, statistische Überzeichnung dämpft New Economy Hoffnungen

Abstract

Im Jahr 2000 ist die Produktivität des Faktors Arbeit erstaunlich stark angestiegen. Mitunter wurde dies mit den Effekten der New Economy in Verbindung gebracht. Doch erstens liefern die beiden Statistiken, die das Statistische Bundesamt zur Messung der Produktivität bereitstellt, völlig unterschiedliche Befunde. Im Spiegel der Industriestatistik verläuft der Produktivitätspfad im Zeitraum 1995/2000 mit einem Plus von 28 Prozent wesentlich steiler als im Rechenwerk der VGR, das nur einen 12-Prozent-Anstieg meldet. Die Ursachen dieser Divergenzen sind hauptsächlich darin zu suchen, dass die Industriestatistik die intersektorale Vorleistungsverflechtung nur unzureichend erfasst. Dadurch werden dem Verarbeitenden Gewerbe Wertschöpfungskomponenten zugerechnet, die es tatsächlich von anderen Sektoren bezieht. Dieser systematische Fehler erhält bei steigender Vorleistungsintensität zunehmendes Gewicht. Zweitens ist für die 90er-Jahre insgesamt weder bei der Arbeitsproduktivität noch bei der Totalen Faktorproduktivität ein beschleunigter Aufwärtstrend erkennbar. Vermutungen, dass neuerdings New-Economy-Effekte in der deutschen Wirtschaft wirksam sind, können bei diesen Befunden nicht bestätigt werden.
