EU-Osterweiterung: Qualität hat Vorrang vor Geschwindigkeit

Abstract

Eine rasche Erweiterung der EU um die mittel- und osteuropäischen Beitrittskandidaten ist für alle Beteiligten mit bedeutenden wirtschaftlichen und politischen Vorteilen verbunden. Ein hohes Tempo des Integrationsprozesses ist allerdings nur dann zu empfehlen, wenn hierdurch die Funktionsfähigkeit der Union nicht gemindert wird. Da erhebliche Schwierigkeiten der Beitrittskandidaten bei der Erfüllung der Beitrittskriterien absehbar sind, sollte die Beitrittsfähigkeit der Länder stärker als bisher unterstützt werden.
