Konsolidierung dominiert Finanzpolitik

Abstract

Trotz einer schlechteren gesamtwirtschaftlichen und damit auch finanzwirtschaftlichen Ausgangslage bekräftigte die deutsche Regierung im Frühjahr dieses Jahres, an den ursprünglichen Konsolidierungsplänen festzuhalten und im Jahr 2004 einen „nahezu ausgeglichenen“ Gesamthaushalt vorzulegen. Eine Forcierung des Konsolidierungskurses ist damit unumgänglich. Dies wird wiederum die Kosten der Konsolidierung erhöhen und insbesondere den Spielraum für eine aktive und gestaltende Finanzpolitik zumindest einschränken. Mit Hilfe einer Projektion der öffentlichen Finanzen wird die Entwicklung der Einnahmen und Ausgaben sowie deren Struktur untersucht. Ein „nahezu ausgeglichener“ Haushalt im Jahr 2004 wird nicht erwartet.
