Abstract

The idea that a global strategy for an attack on world poverty is both feasible and desirable has gathered considerable support in the postwar years. In a famous address to the United Nations (UN) General Assembly, President John F. Kennedy had proposed that the 1960s should be designated as a development decade in which both developing and developed countries would undertake to adopt concerted convergent measures for promoting sustained growth in the Third World.
