Commentary—Insights From Public Policy Analysis for International Studies

Abstract

One of the most popular approaches to public policy analysis is the Eightfold Path approach pioneered by Bardach and Patashnik. The focus is problem solving and does not divorce the scholar‐analyst from the question being addressed. This commentary assesses the utility of using the approach as a way of making sense of evidence in international studies concerning three subjects: climate change, transboundary water issues, and terrorism. We argue that the Eightfold Path is a useful tool to help international studies scholars—and particularly students—analyze serious international problems. It could eventually help turn attention to these problems, leading to a more cooperative dynamic at the international level. 巴达赫和帕塔什尼克首创的八步法是公共政策分析中最常用的方法之一。该方法侧重于问题解决, 并且不会将学者‐分析师与所研究的问题割裂开来。本文评估了该方法在国际研究中解读证据的效用, 并选取了气候变化、跨界水资源问题和恐怖主义这三个主题进行探讨。本文认为, 八步法是帮助国际研究学者分析那些被忽视的重大国际问题的有效工具。它最终可能有助于将人们的注意力转移到这些问题上, 从而在国际层面促成更紧密的合作。 Uno de los enfoques más populares para el análisis de políticas públicas es el enfoque Óctuple, iniciado por Bardach y Patashnik. Se centra en la resolución de problemas y no separa al analista académico de la cuestión que aborda. Este artículo evalúa la utilidad de utilizar este enfoque para comprender la evidencia en Estudios Internacionales en relación con tres temas: el cambio climático, las cuestiones hídricas transfronterizas y el terrorismo. El artículo argumenta que el Óctuple es una herramienta útil para ayudar a los investigadores de Estudios Internacionales a analizar problemas internacionales graves. Podría, con el tiempo, ayudar a centrar la atención en estos problemas, propiciando una dinámica más cooperativa a nivel internacional.
