Abstract
Populism is often theorized as a disruptive force hostile to liberal democratic norms. This paper challenges that view by examining how populism is also embedded within institutions. Using a comparative analysis of Indonesia, Latin America, and the West, it develops a typology of governance‐based populism focused on institutional engagement, leadership style, and ideological anchoring. The findings reveal that populism is not a transient anomaly but a governing modality: routinized, absorbed, and morally staged. In the West, it corrodes liberalism from within; in Latin America, it fuses redistribution with executive dominance; and in Indonesia, it blends piety, developmentalism, and bureaucratic rationality. Populism emerges not only as a communicative style but as a framework of rule. This study reframes populism as banal, normalized through policy routines, moral leadership, and institutional practices, contributing to a post‐Western understanding of populism as a governing force in hybrid, postcolonial states. 民粹主义通常被视为一种破坏自由民主规范的颠覆性力量。本文挑战了这一观点,考察了民粹主义如何嵌入制度之中。通过对印度尼西亚、拉丁美洲和西方国家的比较分析,本文构建了一个基于治理的民粹主义类型学,重点关注制度参与、领导风格和意识形态锚定。研究结果表明,民粹主义并非短暂的异常现象,而是一种治理模式:它被常规化、被吸收,并经过道德包装。在西方,它从内部侵蚀自由主义;在拉丁美洲,它将再分配与行政主导地位融合在一起;在印度尼西亚,它融合了虔诚、发展主义和官僚理性。民粹主义不仅是一种沟通方式,更是一种统治框架。本研究将民粹主义重新定义为一种平庸之举,它通过政策惯例、道德领导和制度实践而常态化,从而有助于后西方视角理解民粹主义作为混合型后殖民国家治理力量的作用。 El populismo suele teorizarse como una fuerza disruptiva hostil a las normas democráticas liberales. Este artículo cuestiona esa visión al examinar cómo el populismo también se encuentra arraigado en las instituciones. Mediante un análisis comparativo de Indonesia, América Latina y Occidente, desarrolla una tipología de populismo basado en la gobernanza, centrada en la participación institucional, el estilo de liderazgo y el anclaje ideológico. Los hallazgos revelan que el populismo no es una anomalía transitoria, sino una modalidad de gobierno: rutinizada, asimilada y moralmente escenificada. En Occidente, corroe el liberalismo desde dentro; en América Latina, fusiona la redistribución con el dominio ejecutivo; en Indonesia, combina la piedad, el desarrollismo y la racionalidad burocrática. El populismo emerge no solo como un estilo comunicativo, sino como un marco de gobierno. Este estudio replantea el populismo como algo banal, normalizado a través de rutinas políticas, liderazgo moral y prácticas institucionales, contribuyendo a una comprensión posoccidental del populismo como fuerza de gobierno en estados híbridos y poscoloniales.
