China's Belt and Road and the Global South: A Normative Challenge to the Liberal International Order

Abstract

The Belt and Road Initiative (BRI) has been the subject of a substantial body of scholarship, some of which has focused on its revisionist character. However, relatively few studies examine this issue in the context of the BRI's presence in the Global South. This paper addresses this gap by examining how China mobilizes the BRI in this region to advance its strategy of revising the international order. To answer our research question—How does the Belt and Road Initiative reflect China's strategy to engage the Global South in its revisionist project?—this paper adopts a qualitative approach grounded in the tenets of moral realism. We conclude that, by capitalizing on the structural grievances of the Global South and mobilizing a political discourse portraying China as a benevolent actor, Beijing seeks to use the BRI to advance its vision of international order and secure recognition as a morally legitimate global leader. 本文旨在填补这一研究空白, 考察中国如何在该地区运用“一带一路”倡议来推进其修正国际秩序的战略。为了回答我们的研究问题——“一带一路”倡议如何体现中国将全球南方纳入其修正主义计划的战略?——本文采用基于道德现实主义原则的定性研究方法。我们得出结论, 即北京方面通过利用全球南方国家的结构性不满, 并构建将中国描绘成仁慈行为体的政治话语, 试图利用“一带一路”倡议推进其国际秩序愿景, 并巩固其作为具有道德合法性的全球领导者的地位。 La Iniciativa de la Franja y la Ruta (BRI) ha sido objeto de una importante cantidad de estudios, algunos de los cuales se han centrado en su carácter revisionista. Sin embargo, relativamente pocos estudios examinan esta cuestión en el contexto de la presencia de la BRI en el Sur Global. Este artículo aborda esta deficiencia examinando cómo China moviliza la BRI en esta región para impulsar su estrategia de revisión del orden internacional. Para responder a nuestra pregunta de investigación —¿Cómo refleja la Iniciativa de la Franja y la Ruta la estrategia de China para involucrar al Sur Global en su proyecto revisionista? —, este artículo adopta un enfoque cualitativo basado en los principios del realismo moral. Concluimos que, al capitalizar las quejas estructurales del Sur Global y movilizar un discurso político que presenta a China como un actor benévolo, Pekín busca utilizar la BRI para promover su visión del orden internacional y asegurar su reconocimiento como un líder mundial moralmente legítimo.
