Abstract
This extended commentary discusses the changes over time in Israel's policy toward the UN from what may be termed an “Om Shmum” policy to a more proactive stance. I look at UN–Israel relations comprehensively and not only through the prism of Israeli–Palestinian or Israeli–Arab relations and analyze the reasons for the deterioration of Israel–UN relations since the 1950s. The main argument points to the change that has taken place over the past two decades in Israel's policy toward the UN that has shifted from neglect to a pro‐activist approach through taking part in meeting the UN's global Millennium Development Goals and attempting to influence the General Assembly voting patterns. This study thus aims to enhance understanding of the reasons behind the deterioration in Israel–UN relations and promotes a deeper discussion as regards Israel's attempts to work within the UN, which has received limited scholarly attention. 本文探讨了以色列对联合国政策的演变, 即从所谓的“贬低联合国”(Om Shmum)政策转向更为主动的立场。我全面审视了联合国与以色列的关系 (而非仅仅从巴以关系或阿拉伯‐以色列关系的角度), 并分析了自20世纪50年代以来以色列与联合国关系恶化的原因。主要论点指出, 过去二十年, 以色列对联合国的政策发生了变化, 即从忽视联合国转变为积极主动, 其参与了联合国千年发展目标的实现, 并试图影响联合国大会的投票模式。因此, 本研究旨在加深理解以色列与联合国关系恶化背后的原因, 并增进对“以色列企图在联合国内加以运作”的了解, 而这方面的研究此前几乎没有受到学术界的关注。 Este artículo analiza los cambios a lo largo del tiempo en la política de Israel hacia la ONU, desde lo que podría denominarse una política “Om Shmum” a una postura más proactiva. Analizo las relaciones entre la ONU e Israel de forma integral, no solo desde la perspectiva de las relaciones israelo‐palestinas o israelo‐árabes, y analizo las razones del deterioro de dichas relaciones desde la década de 1950. El argumento principal apunta al cambio que se ha producido en las últimas dos décadas en la política de Israel hacia la ONU, que ha pasado de la negligencia a un enfoque proactivista mediante su participación en el cumplimiento de los Objetivos de Desarrollo del Milenio de la ONU y su intento de influir en los patrones de votación de la Asamblea General. Por lo tanto, este estudio busca profundizar en la comprensión de las razones del deterioro de las relaciones entre Israel y la ONU y promover el conocimiento sobre los intentos de Israel de colaborar con la ONU, que han recibido poca atención académica.
