It'S Really Not The Now—It'S The How!

Abstract

In this contribution to the World Affairs 2022 Special Issue, I engage Alon Ben‐Meir's proposal for an Israeli–Palestinian–Jordanian Confederation previously published in this journal and discussed in depth by scholars, diplomats, and policy practitioners in a panel at the March 2022 Policy Studies Organization Middle East Dialog conference in Washington, DC. Given that achieving such a confederation has been sabotaged over and again to date, a critical question is how do we get from here to there without upsetting the irrational passions of both sides? I suggest various practical steps and policies that might mitigate the conflict in ways that could inexorably lead to the final destination of Ben‐Meir's confederation. En esta contribución a la edición especial de Asuntos Mundiales 2022, me comprometo con la propuesta de Alon Ben‐Meir para una Confederación Israelí–Palestina–Jordana publicada anteriormente en esta revista y discutida en profundidad por académicos, diplomáticos y profesionales de la política en un panel en la Política de marzo de 2022. Dado que el logro de tal Confederación ha sido saboteado una y otra vez hasta la fecha, una pregunta crítica es ¿cómo llegamos de aquí para allá sin trastornar las pasiones irracionales de ambos lados? Aquí sugiero varios pasos prácticos y políticas que podrían mitigar el conflicto en formas que podrían conducir inexorablemente al destino final de la Confederación de Ben‐Meir. 在这篇被2022 年《世界事务》特刊收录的文章中,我研究了之前在本刊中发表的、由 Alon Ben‐Meir 博士提出的以色列‐巴勒斯坦‐约旦联盟提议,该提议于 2022 年 3 月在华盛顿特区由政策研究组织举办的中东对话会议中,被学者、外交官和政策从业者组成的专家小组进行深入讨论。鉴于建立这样一个联盟的举措已被一次又一次地破坏,迄今为止,一个关键问题是,我们如何在不激起双方非理性愤怒情绪的情况下从当前局势走向联盟?我在此提出了不同的实用步骤和政策,这些步骤和政策会以一系列“能确保实现Ben‐Meir提出的联盟”的方式缓解冲突。
