KOREA'S FIRST‐GENERATION DIVIDED FAMILIES: The End of the Line?

Abstract

This article describes and analyzes the desperate situation of Korean first‐generation divided family members who are still separated from their relatives nearly 70 years since the end of the Korean War (1950–1953). I aim to provide the reader with a reasonable quantification of the problem and make projections as to this first generation's likely future survival. The elements of the approach adopted to resolve the issue of family separation by the humanitarian bodies charged with addressing the problem, the Red Cross Societies of the two Koreas are described, and suggestions are made for improvement. The reunion program's successes and failures are critically assessed as is the key role played by the Red Cross Talks in the history of inter‐Korean relations. Finally, conclusions are drawn as to the practical measures which may contribute to a resolution to the problem before the final disappearance of Korea's first generation of aged, separated family members. Este artículo describe y analiza la situación desesperada de los miembros de la familia dividida de la primera generación coreana que todavía están separados de sus parientes casi 70 años desde el final de la Guerra de Corea (1950–1953). Se intenta proporcionar al lector una cuantificación razonable del problema y hacer proyecciones sobre la probable supervivencia futura de esta primera generación. Se describen los elementos del enfoque adoptado para resolver la cuestión de la separación familiar por los organismos humanitarios encargados de abordar el problema, las Sociedades de la Cruz Roja de las dos Coreas y se hacen sugerencias para mejorar. Los éxitos y fracasos del programa de reunión se evalúan críticamente, así como el papel clave desempeñado por las conversaciones de la Cruz Roja en la historia de las relaciones intercoreanas. Por último, se extraen conclusiones sobre las medidas que pueden contribuir a resolver el problema antes de la desaparición definitiva de la primera generación de familiares ancianos separados de Corea. 本文描述并分析了自朝鲜战争(1950–1953 年)结束近70年之久后南北韩第一代离散家庭(Divided Family)成员仍然无法团聚的绝望现状。本文试图为该问题提供一个合理的量化,并预测第一代人的未来生存情况。描述了相关人道主义机构(南北韩红十字会)为解决家庭分离问题而采纳的方法,并提出了改进意见。鉴于红十字会谈(Red Cross Talks)在朝韩关系史上发挥的关键作用,批判评估了该团聚计划的成功和失败。本文的结论就“在南北韩第一代年迈离散家庭成员去世前为问题解决作贡献”一事提出相关措施。
