Impact of Official Development Assistance on the Achievement of Sustainable Development Goal 17: A Global Value Chain‐Based Perspective

Abstract

This paper examines how official development assistance (ODA) affects the participation of sub‐Saharan African (SSA) countries in global value chains (GVCs), a key aspect in promoting global partnerships and achieving the Sustainable Development Goal 17 (SDG17). After disaggregated accounting for 26 industries in 40 SSA countries, this research examines the impact of ODA on recipient countries' participation in GVCs using a multidimensional fixed effects model. The empirical results show that the promotion effect of ODA on low‐value‐added industries is higher than that of high‐value‐added industries. To optimize the utilization of ODA for industrial advancement and economic growth, policymakers must adopt more strategic interventions aimed at elevating recipient countries within the GVC hierarchy. This study not only enhances our comprehension of the interplay between ODA and GVCs but also offers invaluable insights to policymakers on how to harness ODA more effectively to propel economic prosperity and industrial upgrading in recipient countries.
