Regulatory Framework and Public Policies for Sustainability in the Construction Sector

This study analyzes the role of public policies in promoting socially responsible practices in the construction sector, with a particular focus on their contribution to climate neutrality and the decarbonization of the building stock. European agreements exert increasing pressure to transform the construction sector, reinforcing the transition toward sustainable and energy‐efficient cities. Methodologically, the study employed qualitative, exploratory, and explanatory documentary research techniques. The selection of sources was based on criteria of rigor and currency, providing a logically structured description of the current regulatory framework and establishing links between the different regulatory levels and their impact on the sector's transformation. The findings demonstrate that the construction sector has considerable potential to achieve these objectives through the adoption of new technologies, the use of building life‐cycle indicators, and the integration of socially responsible practices. However, the study also highlights significant challenges that must be addressed, including the low level of digitalization among small and medium‐sized enterprises in the sector and the need to ensure the right to affordable and sustainable housing. Among the most relevant contributions is the systematization and critical analysis of the extensive and fragmented regulatory framework, offering an integrated perspective that facilitates its understanding and practical application. The study also identifies areas for improvement in public policies, such as strengthening financing mechanisms, promoting digitalization, expanding specialized technical training, simplifying regulations, and launching sustainability awareness campaigns. In sum, the study underscores that public action is essential to driving a paradigm shift aligned with the demands of the 21st century.
