Abstract
This study examines how Ghana's decentralized governance system shapes public social welfare service delivery, with a specific focus on the Department of Social Welfare (DSW). In Ghana, decentralization involves the transfer of administrative and fiscal responsibilities for social services from the central government to Metropolitan, Municipal, and District Assemblies, within which the DSW operates. Using a qualitative case‐study design, the study purposively sampled 30 national and regional DSW officers (60% male, 40% female). Data were collected through in‐depth interviews and analyzed thematically. The findings reveal three interrelated challenges: role conflicts arising from dual reporting lines, human resource gaps that undermine effective service delivery, and persistent funding and logistical constraints. In response, officers adopted coping strategies such as informal inter‐agency collaboration, role multitasking, and internal financing mechanisms. Participants proposed reforms including clarifying institutional mandates, professionalizing social welfare practice, securing sustainable budgetary allocations, and introducing digital monitoring systems to enhance accountability. En Ghana, la descentralización implica la transferencia de responsabilidades administrativas y fiscales de los servicios sociales del gobierno central a las Asambleas Metropolitanas, Municipales y Distritales, dentro de las cuales opera el DSW. Mediante un diseño de estudio de caso cualitativo, se seleccionó intencionalmente una muestra de 30 funcionarios nacionales y regionales del DSW (60 % hombres, 40 % mujeres). Los datos se recopilaron a través de entrevistas en profundidad y se analizaron temáticamente. Los hallazgos revelan tres desafíos interrelacionados: conflictos de roles derivados de líneas jerárquicas duales, deficiencias en los recursos humanos que socavan la eficacia de la prestación de servicios y persistentes limitaciones logísticas y de financiación. En respuesta, los funcionarios adoptaron estrategias de adaptación como la colaboración interinstitucional informal, la multitarea y los mecanismos de financiación interna. Los participantes propusieron reformas que incluyen la clarificación de los mandatos institucionales, la profesionalización de la práctica del bienestar social, la obtención de asignaciones presupuestarias sostenibles y la introducción de sistemas de monitoreo digital para mejorar la rendición de cuentas. En general, el estudio subraya la necesidad de reformas estructurales para fortalecer la prestación descentralizada de servicios de bienestar social en Ghana.
