Macroeconomic Conditions as Determinants of Self‐Rated Poverty: Evidence From the Philippines

Abstract

Are improvements in objective macroeconomic conditions associated with a reduction in self‐identifying poor households? Since the turn of the 21st century, the Philippines has consistently seen a growth in real output, a reduction in unemployment rate, and relatively targeted inflation. Whereas policymakers associate these economic conditions with a drop in income poverty, not much has been said about the relationship between these factors with subjective (self‐rated) poverty. Fitting time series models on quarterly data from 2005 to 2019 in the Philippines, the paper examines whether overall and sectoral output growth, unemployment, and inflation, explain trends in the incidence of households who self‐rate as poor. The paper finds that the key factors driving changes in the incidence of self‐rated poverty are inflation and changes in unemployment, but not so much overall or sectoral growth. Desde principios del siglo XXI, Filipinas ha experimentado un crecimiento constante de la producción real, una reducción de la tasa de desempleo y una inflación relativamente controlada. Si bien los responsables de la formulación de políticas asocian estas condiciones económicas con una disminución de la pobreza de ingresos, se ha profundizado poco en la relación entre estos factores y la pobreza subjetiva (autoevaluada). Mediante el ajuste de modelos de series temporales a datos trimestrales de Filipinas entre 2005 y 2019, este estudio examina si el crecimiento de la producción general y sectorial, el desempleo y la inflación explican las tendencias en la incidencia de hogares que se autoevaluan como pobres. El estudio concluye que los factores clave que impulsan los cambios en la incidencia de la pobreza autoevaluada son la inflación y las variaciones en el desempleo, pero no tanto el crecimiento general o sectorial. En términos generales, este estudio se basa en la escasa literatura existente sobre los determinantes macroeconómicos de la pobreza autoevaluada.
