The Potential Impacts of Updating the Thrifty Food Plan on the Supplemental Nutrition Assistance Program: Directions for Policy Research

Abstract

Monthly Supplemental Nutrition Assistance Program benefits are determined based on a Thrifty Food Plan (TFP) issued by the US Department of Agriculture, which identifies the lowest cost of an adequate monthly meal plan. In fiscal year 2022, the USDA updated the TFP for the first time in decades, leading to an increase in SNAP benefits. This policy review identifies and discusses the potential impacts of this increase on SNAP recipients' food security, health, nutrition, food consumption, and food shopping behavior, as well as the effect on unemployment, SNAP caseload size, and participation rates. 每月的补充营养援助计划(SNAP)福利是根据美国农业部发布的节俭食品计划(TFP)确定的, 该计划确定了足够的每月膳食计划的最低成本。在2022财年, 美国农业部几十年来首次更新了TFP, 导致SNAP福利增加。本篇政策述评确定并讨论了这种增长对SNAP接受者的粮食安全、健康、营养、食品消费和食品购物行为的潜在影响, 以及对失业、SNAP案件数量和参与率的影响。 Los beneficios mensuales del Programa de Asistencia Nutricional Suplementaria (SNAP, por sus siglas en inglés) se determinan en función de un Plan de Alimentación Económica (TFP, por sus siglas en inglés) emitido por el Departamento de Agricultura de los Estados Unidos, que identifica el costo más bajo de un plan de alimentación mensual adecuado. En el año fiscal 2022, el USDA actualizó el TFP por primera vez en décadas, lo que llevó a un aumento en los beneficios del SNAP. Esta revisión de políticas identifica y analiza los posibles impactos de este aumento en la seguridad alimentaria, la salud, la nutrición, el consumo de alimentos y el comportamiento de compra de alimentos de los beneficiarios del SNAP, así como el efecto en el desempleo, el tamaño de la carga de trabajo del SNAP y las tasas de participación.
